Well, it's at least partially related to game mechanics. You could put two cities together at an isthmus to create a really long "Panama Canal".
And what's to stop you at two cities chained together? Why not three, four? A really long line of cities to build an urban Maginot Line?
Also this "rule" probably exists to limit any ICS variant strategies. Since so many people complained about this in Civ2 and Civ3, they were determined to stop it in the gameplay.Haven't been here for ages....
