Because the effective multiplier is an aggregate of many factors, I’ve used 200% conversion rate to mean that 1 commerce becomes 2 gold/beakers (output)
To give an example, bureaucratic capital with library and monastery on an 80% science rate will give a commerce to output rate of
150% * (80% * 135% + 20%) = 192%
