I have never seen that before. I haven't done an exhaustive check...is it possible that patch updates provide opportunities for the developer to "freshen up" the comments in the diplo exchanges?
I know it's possible for the end user to modify the necessary files - it's just more fun when it's unexpected!

Well, I haven't had many times where I wanted to conduct diplomacy but the other guy was too mad at me.
So I guess if it happens enough, you see it alot and realize how limited diplomacy exchanges are.

I like to open diplomatic channels just to see their city list - just so I can make sure I haven't overlooked anything in my campaign of genocide.

My most frequent reason for using the diplomacy screen - to plan out and carry through succesful exterminations.
