Yeah, it's a rounding issue. The actual health is kept with more precision that the display allows.
It's probably got 0.04 health or something like that.

I have never seen that before. I haven't done an exhaustive check...is it possible that patch updates provide opportunities for the developer to "freshen up" the comments in the diplo exchanges?
I know it's possible for the end user to modify the necessary files - it's just more fun when it's unexpected!Haven't been here for ages....Comment

Well, I haven't had many times where I wanted to conduct diplomacy but the other guy was too mad at me.
So I guess if it happens enough, you see it alot and realize how limited diplomacy exchanges are.Comment
