That is an error of the CD Manufacturer and not even 2K can do anything about that. It surely is not Firaxis fault or 2K Games fault that bad CDs are coming out of production.
It is just bad product manufacturing taking place. (or bad shipping of the product perhaps also!).
Hope you have no trouble replacing those CDs, because mine came and I had no problems installing.
But I do need a better computer to play this game, and whatever anyone else is calling bugs, about anything which will be patched by around end of month, initially.
So 2K Games and Firaxis can do nothing about bad CDs.
