      I think Theocracy halts the spread of any but the state religion.

        Nikolai, I think that theocracy prevents the spread of other religions within your nation-which means sending in missionaries is completely pointless anyway!
        GAZ, closed borders prevents only the underlying trade routes from forming (the ones which earn you cash), the trade in resources and techs can, as far as I know, still occur.

          If so, that is a good thing. It sounds like a good civic then.

            IIRC, you don't need to declare a state religion. Can you adopt the theocracy civic without declaring a state religion (in effect a pagan theocracy?)

              As hinted in another thread, it seems not likely to be able to choose Religious civic choices if you don't have a religion.

                Is God willing to prevent evil, but not able? Then he is not omnipotent. Is he able, but not willing? Then he is malevolent. Is he both able and willing? Then whence cometh evil? Is he neither able nor willing?

                  How can you trade resources when your ships can't enter the territorial waters of others? Closed borders should prevent that as well.

                  Oh, and if Open Borders increases your 'reputation' of AIs, you might pay a harsh price for trying to have only one religion. I think my solution would be easier: try to found all (or most) religions, and only spread your state religion to your neighbours. That way, if they send missionaries, they will be spreading your religion, not a foreign one.

                              Idea for the Guillotine Unit:

                              Acts like a Missionary but used to remove Religion from a City, Or Change Civics quickly without Anarchy (but has a chance in creating a double length period of Anarchy and a Population hit in your capitol).

                                I think the open borders issue points to a question has come up in other contexts in c4 forums already, how fast do we need technology to go at any give point?
