        An idea I had to balance that was using diminishing returns. Start with Civ3 style artillery units. Then make it so that the likelihood of a hit on a particular unit on the target square was proportional to a function of the target unit's HP. The more HP, the more likely it would be to get hit. Artillery would be capable of lethal bombard, but it would require a lot of shots to actually kill a unit. You wouldn't be able to aim your artillery at a specific unit, just a tile. More units on that tile would increase the odds of striking some unit to balance out the stack of doom. There are a couple ways to slice it to achieve the goal of artillery being useful to soften defenders without allowing an enormous mass of artillery to reduce them to pudding.

        Depends on whether they got the licensing deal with REM done. "That's my city in the corner... That's my city in the spot light, losing its religion..."

        I'm guessing that a religion once acquired doesn't go away unless supplanted by another one. Nature abhors a vacuum. But that's just a guess.

          no
          you send your missionary, if he spreads the religion that's that. a second missionary wont be able to do anything in the city

                  I'm not Markos but... wouldn't that be a disadvantage if you had a state religion (and the free religion civic was unavailable) ?? Then that city would not be at optimal happiness

                    So how do you get cultural borders to expland? Build and send a missionary, and then build a temple? Wait for it to switch religions? Build some other cultural building?

                    • Spread your state religion to the city. Build a Library or something. Wait for the religion to spread by itself.
