Great news from Soren there, 10 is enough to give railroads a fair strategic value but not an overpowered one.
It's candy. Surely there are more important things the NAACP could be boycotting. If the candy were shaped like a burning cross or a black man made of regular chocolate being dragged behind a truck made of white chocolate I could understand the outrage and would share it. - Drosedars

Soren likes round numbers, that's the reason it's 10.

Perhaps he got some inspiration from the old List.

Can we get a mod in here? Do we have to put up with this blatant spam?!?!

Or perhaps 10 is exactly one greater than the fastest unit (Cavalry) in C3C could go on roads (9 tiles.)

Alternatively Soren can only deal in binary.

                          10 isn't a perfect binary number.

Opps... I'm slow... you mean 10(base 2) as in 2

Great! At last you have to worry about how to split your military between two threatened borders.

So we have 3 tiles movement on roads before engineering, 4 tiles on roads after engineering, and 10 tiles on railroads.
"As far as general advice on mod-making: Go slow as far as adding new things to the game until you have the basic game all smoothed out ... Make sure the things you change are really imbalances and not just something that doesn't fit with your particular style of play." - WesW

What it sounds like to me is that roads offer 3x and 4x movement while railroads offer 10 movement regardless of the movement value of the unit - which makes sense.

Cavalry isn't going to travel along in railroad cars any faster than infantry.

Why not, the train could go faster as it would be more powerful (as it would have more horse-power).
