Peter the Great and Lenin, both reformed the Russian empire dramaticaly.The Chuck Norris military unit was not used in the game Civilization 4, because a single Chuck Norris could defeat the entire combined nations of the world in one turn.

Not Lenin, he introduced 70 years of a damaging economic and political system to Russia...from which it will take them decades to recover. Not exactly the quality of a great leader if you ask me.

Well, Ivan the Terrible and Peter the Great have the best contrast, I think (Destructive vs. constructive), though Catherine the Great would do in a pinch (I just hope they get her right this time -- Civ3's Catherine looked nothing like her!).
