I don't think the AI necessarily sticks to its favorite civic the whole game. I mean, most of the Hereditary Rule people go for Universal Suffrage eventually, don't they?
So I guess that Ramesses will use Slavery a bit longer than others, but not so much that his empire will be ruined by Emancipation anger.
Also consider the fact that it will allow him to make I-like-your-civics friends really early

Have you considered Queen Boudicca, she was a a Celtic queen who lead an uprising against early Roman ocupation. An excelent site can be found here.

I would recomend Aggresive for one of the traits, Budecca could belong to England for the present time, but I think their are some other Moders working on a Celtic Civ (or atleast they could easily be inspired to do so) and she would fit their even better.
Companions the creator seeks, not corpses, not herds and believers. Fellow creators, the creator seeks - those who write new values on new tablets. Companions the creator seeks, and fellow harvesters; for everything about him is ripe for the harvest. - Thus spoke Zarathustra, Fredrick Nietzsche

Cool! She was in Civ 2 for the Celts
Note that many people stick to the spelling 'Boadicea', but that 'Boudica' is probably the best (see Wikipedia)

        Aggressive and Unorganized?

Ahh, but we've already got 2 nice female leaders for England, remember? We're trying to add a -male- leader there

Good point about them not sticking to favorite civics 100%... though, I do recall seeing late game monarchies... I'll have to test this out a bit in a large game or two. See what happens. If they AI doesn't absolutely stick to it, then we might be able to use the labor civics.

I just wanted to throw a vote for Susan B. as the female US leader. Clinton and Rice are little too recent, otherwise you could make an argument as to why Kennedy or Reagan are not viable options(for male leaders obviously). Personally I like Jimmy Madison but I'll never get to see him as an option.

I think Susan B. had the greatest and longest lasting impact.

An idea for a Persian female leader is Esther. Though she was Jewish by birth, she was still an influencial Persian Queen.

Her traits would be Spiritual (for she was religious and stood up for it) and Creative (for how she saved the Jewish people). Financial might work as well, but I dont have a good reason for that.

I will look her up, thank you.

Also, I thought I should mention now that I will likely be unable to proceed with much more of the mod till after the 1st. I'm going out of town in a couple days, and I have to make sure everything is in order before I do. Then, while I am out of town, I will have no internet access....

Interesting idea for a mod. I was reading through it and couldn't help but toss my two cents in.

USA: Susan B. is probably your best bet unless you expand your search outside the realm of politics. Rosa Parks, perhaps? Regarding Ginsberg, great woman though she is, she is the second female justice, after Sandra Day O'Connor. You might also want to look into Abigail Adams, who was more than a fashion accessory to John. They don't exactly fit the theme, but that's us Americans for you.

Indira Gandhi makes a good choice for India, but she wasn't especially religious, or expansionist. Industrious is good, but I think organized might be a better second trait. Perhaps aggressive would work, she did declare a state of emergency for a few years, and fought with Pakistan and various rebel groups at one time or another.

Anyway, great idea, and I'm impressed with all of the research you've done. I'm looking forward to the result.

I'm a big stickler for realism, so here's my take:

England: Churchill's your man. A non-monarch adds balance, and he's the obvious choice anyway.

Rome/Greece: I know these were horribly macho societies, but is that the best there is to offer? Sigh.

France: Joan D'Arc. It's a crime that she was left out -- she represents all that is positive about European religion, just as Isabella represents its dark side

Germany: Maria Theresa, definitely. If Saladin is an Arab, then she's a German, and her historical impact is unquestionable.

USA: Your best bet in America is to not even try for an elected official -- picking someone obscure seems against the spirit of the game -- and just go with Susan B. Anthony. Her historical impact is minimal, but she is a very powerful symbol, and a required part of every elementary school's history cirriculum over here. Dolley (don't forget the 'e') Madison was indeed powerful FOR HER TIME, but none of the things she did (like run her own charities) would bat an eye today. Or, just go with Lady Liberty!

Arabia: The wife of Muhammed had a pretty big historical impact; she might be a better choice.

Persia: Sheherazade, as much for her role as a feminist icon in the Muslim world as for her real historical impact.

I'm back now and should have a sample leader ready within a few days barring any real life disturbances

                        I suggest simply Empress Suiko.

Decent idea, but if you use Indira Gandhi please spell her last name "Gandhi" and not "Ghandi"... Just like Mahatma Gandhi (though they aren't related in any way).

Aggressive, organised and industrious (pick two) are decent choices (only because "B1tch" isn't in the game ), favoured civic Nationhood.

He's quite right. However, 'Suiko' is in fact her dynasty name, just like Hirohito and "Emperor Showa" is one and the same person. I suggest you use (one of) her personal names: Nukatabe.
