It's worth plundering Curt's Dictator and Tech's Warlords for naval and aircraft sounds.

Playing with the sound off, I'm pretty ignorant of wav files in ToT.
Where can I find wav files for these Great War units: Gunboat flotilla, Destroyer flotilla, Monitor flotilla, Transports, Cruiser division, U-Boat?
When are wav's used: when moving, attacking, or defending?
Any tricks to using the PlayWaveFile action pretty in events?

Sounds.zip from SL Wiki seems to be corrupt for me. Anyone else have problems?

What wav format do I need to use for Events.txt?

It should be 22,050Hz 8-bit mono PCM. That file is 8,000Hz.

Well, the standard Windows sound recorder can. I actually just did that myself. I thought about uploading that, but the sound quality of the conversion is awful. The quality of the original isn't great to begin with.
I don't think other converters will fare much better, simply because you're going from 8kHz to 22kHz.
Do you (or anyone else here) have the Lawrence of Arabia DVD or soundtrack? Perhaps someone can record/rip that piece?

I'm really sorry for the poor communication, but that's an unadvertized beta with a few known flaws, including the very minor onethat you note.
I'll try to send the corrected beta to Techumseh today and start a new thread. The primary source of the beta will be through Techumseh's village. I've been a little inept with the SL Wiki.
