I've just found I have an easier time of Incas on land maps, Russians on sea maps. The reason is I'll hit the wealth commerce cap on sea maps regardless of the civ. Incas I hit the increased cap very easily on land as well, where neither side can fish. Actually, my Incas get more wealth than the Brits, as long as I protect my mines.
The thing with Russians is they really shine in Modern Age, and that's easier to reach on sea maps. And then you've got the oil bonus, which is more beneficial to ships.
It's really the Russian spies vs. Incan spies I'm comparing, and I find them virtually equal because you get a refund on dead bribed units.
