The world would be a better place today. It's funny how soon "allies" forget who there friends are when they think it's in there best interest.
As for the gaming experience I think the longer it takes to liberate a planet the less the consequence should be for a "liberating" allied force. i.e. the population has moved away from the rest of it's former empire and is less concerned with being reunited, and simply thankful for being saved.
Also, if races have a predisposition for a particular type of government that should be a major factor of determining how rebelious they are. If they are a liberty loving race and a race that couquers that plant allows them to keep their freedom they should not be as trigger happy as if it were a heavy handed government.
