Both. You can download the server software from terraria.org.
Seriously onodera, I've got no idea what I'm doing.
Port forwarding is a little bit past my liberal arts background. If you've got a good how-to link, I'm happy to figure out what I'm doing wrong and fix it, but I'm kind of stumped.
