I'm sorry; where does it say that you cannot issue dependent orders?
You almost have to with all that can get buggered with spies. I do not see an issue with it as long as your orders are clear.
I really don't think this is true. For example all you can do is say how many armies to attack with and not how many defend. So if your tech gets stopped for example that won't affect anything becuse you can still get the same amount of arimes.
The bottom line is that spying only stops one pharse. The only pharse that causes others to depend on it is trade.

Hmmm If I where DarkCloud I would throw out Whoha's orders and default him (follow his orders if he gave any). If he did not send default orders then I would get some tech and build armies. Building a city would be a very bad thing and Whoha clearly understood that. Default orders say that the GM will play that players turn as "best he can". This means the GM would not build cities.
The result of all this is that Whoha would still be alive.
Edit: To be clear the reason why they would be throw out is because they where illegal orders.

I declare war on Theben this turn.
Is that dependent on anything?
I'm consitently stupid- Japher I think that opinion in the United States is decidedly different from the rest of the world because we have a free press -- by free, I mean a virgorously presented right wing point of view on the air and available to all.- Ned
