I don't know if that is still available. It's called System Shock Rebirth, an attempt to retexture things in a higher resolution, as well as redo some of the models with higher polygon counts. The mod was never finished, and the homepage seems to be down (my French isn't very good, so I'm not quite certain what the exact translation is). I used to have it on my computer, but I've had to reformat since then and forgot about it completely, so that's gone now. Here's the link to the ModDB page on it.
Edit-Well, I turned out to be wrong about the mod not being available. A quick look turned it up on FilePlanet. It's still in the uncomplete stage, but there's a lot in there if anyone wants it.

Sounds like a problem with the videocodec
The Rebirth was never completed but the SS2 community has made a couple of improvements for it.
Skeptics should forego any thought of convincing the unconvinced that we hold the torch of truth illuminating the darkness. A more modest, realistic, and achievable goal is to encourage the idea that one may be mistaken.
