It's pretty obvious what the direction to go in for SMAC2 is. Basically what it really had in its favor from other strategy games (aside from a pretty good storyline and the ability to really terraform a planet) was the whole detailed governments. You can just expand on that pretty easily, just making sure it stays fun instead of micromanaging. It's rather RPGish really. You are filling slots with better choices basically.

You need more than just more Social Engieering choices for a sequel.
The first thing they could change is, instead of restricting population for bases, they could change it to the happiness/health model of Civ 4. Maybe they also add more interesting resources (certainly more than just minerals, food, and energy).
The unique terrain is a great touch, though. Maybe they can back port that to Civ 4

Well duh they'd have a lot of improvements from Civ. Still, the restricting population somewhat was pretty good. You had to know how to play Morgan the right way in the beginning to be powerful later. I had an incredibly high winning percentage in SMAC MP and it was pretty much all due to knowing how to play Morgan right.
But I really believe social engineering is how you would make it different.

3d terrain was great fun. And maybe ramp up the story (the best part, mind)... add 3d modeling for all the leaders.

I'd personally like a real globe this time around. All you'd need is hexes with 6 pentagons. Just fit the pentagons into the story somehow
Leaders are a great part too of course. Along with the story. I wonder what Mike Ely is up to these days. I don't think he is the same one who made the terror alert level extension for Firefox but who knows.

Yeah, you can't really tell about Railroads. I don't know...it seems kinda just a moneymaking deal.
CivCity does sound like Caesar. The more I read about it and look at screenshots, the more it seems to be similar to Stronghold though.
So far with Warlords, it just looks to had more dynamic to the fighting.
