Sheer Brilliance
Members of the Tripartite Pact have taken over at Coruscant and New Constantinopole. All they needed now was for Rump Senate to legalise their coup (under duress), appoint Polly Siffan as new Empress and then to dissolve itself. For as much as they wanted to just disperse it, it was legally impossible for the Imperial Senate to be dismissed by anyone other than the Emperor, and the Emperor was dead and a new one has not been elected yet.
This complicated legal situation was dealt with by lawyers and other legal experts working for Polly Siffan and her Imperial Bureau of Knowledge. They worked together with Deputy Senate Speaker, Senator Ciann Pollus on resolving this issue, but frequent interference by Siffan herself and her impatience frustrated the delicate legal work.
Meanwhile Kit Chuss returned to his bases on the Outer Rim, while Ken Banobi, having lost his palace at Tatooine, set up a new seat of his Holy Church in New Constantinopole. He held a universal council of religious leaders and united all Reformed Christian Churches under his rule as one Universal Patriarch of the Reformed Orthodox Catholic Church or Christ and Third Coming.
This left Siffan alone in Coruscant which enabled her to further increase her grip on power and control of the old imperial institutions and offices. Methods she employed disgusted even communist Chuss, as she often used night executions, blackmail, kidnapping and torture in her goal to achieve total control of the galaxy. It was obvious even to her allies that in spite of her proclaimed dedication to destruction of the old imperial order and building a new one, all she really wanted was to seize the ultimate prize - the empty throne of Emperor of the known universe - and then betray her allies most ruthlessly. It is for that reason that her allies decided to desert her while there was yet time.

There was a time, not so long ago, when Lord Vetko had enjoyed the favour of Emperor Basileus Naviwinat and had total control of the imperial armed forces and over all aspects of imperial government. Indeed, the Emperor sought council from clever and wise Vetko on almost all issues of his rule.
That all came to an abrupt end when Min Grah accused him of trying to overthrow the Emperor. This brought him humiliation, dismissal from the imperial service and exile.
Lord Vetko is a vengeful man and he tried his best to pay Min Grah back with interest. But he is also a pragmatic man and he clearly grasped the current political situation in the former Empire. If he were to pursue his vendetta against Min Grah, both of them would miss the golden opportunity to take advantage of the rift between the members of the Tripartite Pact. The time to attack them is now and the time to settle old scores with Grah is in the future. He, therefore, suggested a meeting between the two. Min Grah readily accepted and the two forged an alliance to free the Empire of the radical elements. Min Grah was quick to accept the proposal as he counted on Vetko's strategic thinking and sheer brilliance in military tactics, both qualities Grah didn't share and needed badly for the final encounters.

Before the attack, Min Grah dispatched two spies, one to Coruscant to report on Polly Siffan's plans and the other to Outer Rim, to prevent Kit Chuss from intervening. Both spies sent reports that all was quiet and no plans for any military deployment existed. They also reported that complacency prevailed at Coruscant and that no attempt was made at securing the capital with either the existing shield or spying potential attackers. The spy also reported that some of the BPs were not spent on construction of ships but were saved for later, and that due to a mistake of an engineer all stockpiled BPs were spoiled.
This report convinced Lord Vetko and his ally Min Grah of the success of their impending attack.
