      • Snoopy is not member of the crew in charge of this station. He (or should I say she - Captain Sisko's girlfriend) is captain of a merchant cargo freighter, so independent from the Federation.

        He is also one of the key smugglers for the underground movement in the neutral territories and the Bad-lands, the so called Maquis. But nobody knows that yet.

        • OK, some more analysis of the clues in the second chapter.

          Raktajino is a blend of coffee that is produced in replicators. It is usually consumed right after replication. So the only way for someone to poison Kai Winn's coffee was to gain access to the replicator inside her quarters and rig it.

          Replicators aboard the stations, as well as other electronic and mechanical devices are maintained by the station's Chief Engineer - O'Brien. This makes him prime suspect.

          Another person who could gain access to Kai Winn's cabin is head of security Commander Worf.

          And the third person who could have done it is Rom, Quark's brother who possesses remarkable engineering skills which he readily uses for illegal operations.

                • No hope of getting anywhere with this Tuberski counter docpile. Snoopy is probably toasted.

                  I'll try an alternative approach. I will vote for Hercules because he quickly jumped on the pile when the opportunity presented itself. It's something a mafia would usually do.

                      Tuberski could still be chosen ... 10 votes to convict by my reckoning, and it's 7-4 with 2 nonvotes (so 9 votes to convict)... wasting your vote

                                Not necessarily true. Counterpiles work, occasionally. And "all" is clearly incorrect; an awful lot of people have voted with tuberski already (now 8 to 5 only) ... had you voted tuberski it would be 8 to 6 and perhaps even 7 to 7 now.
