Only other game I can think of right now is Imperium.

If there's a game that's "stellar" it must be Imperium. you could conquer an entire galaxy in that game.

I always liked the fact that you could appoint generals and governors to armies and planets and slowly had to improve their skills with higher pay and and promotions. You had to be careful because sometimes they would turn against you.
