You know no one would use the defend order ever. Why defend today's ally when they will be tomorrow's enemy? What would you gain by leaving your own home bases certainly undefended or less well defended in order to protect against a potential threat to another when you could be building shields or expanding your empire? I'm harsh perhaps but realistic. At some point you have to defeat even your closest allies. The game ain't called Galactic Overlords, y'know
The only way a defend order can be viable is if there was some game benefit from having an ally, not just a strategic benefit. For example some kind of trade system.

That is assuming that sending ships over for defensive issues still allows the construction of a special. And an opposing ally would never know for sure which one to attack.
All they could do was or ping or sent a spy to both allied partners to have one *splash* and one (possible) obstruction of a special production.

No, i'd not allow construction of a special alongside a defend order.
Jamski, in this size of game, we have longer term alliances than you've seen in years past. Also, you have the issue that it's generally safer - at least this round- to have your fleet elsewhere. Why not defend someone in exchange for a few bases? Particularly if there's an obvious target, such as a single base leader (say, myself last round) who can afford to give up the bases.
Anyway, do you have some other suggestion to preventing the offensive super-advantage shown in this game, and the lack of actual battles? Tactics have been nearly meaningless in this game - perhaps the most meaningful tactics so far was my choice of LML versus MLL - which was nearly random - and that's not saying much at all.
I just don't think this game is necessarily all that fun if there's no real combat in it. Perhaps you're right that nobody would use it, perhaps not - but is there a better alternative?

How about a duel? Two allied fleets agree to meet each other in a third location and fight to the death. The winner takes the bases of the other side, the loser is destroyed. The only problem is that any sane person would just leave the other duelling party alone at the third location and rush to take the bases. Or maybe in that case it could be treated as a standard baseswap instead.
