With honourable mention to Civ3 for AI that offers a fight and to MoO3 for good ideas.

I think its what you like most, played most, thought was best etc, not what youve still got on your hard drive.
Consider that a game you played that is maybe 10 or more years old and you have not played in several years, is a canidate for the game you like the most. Was a canidate for the game you had the most fun with, but if is not being played in a few years, I can't see it as the best.
If you had just stopped playing this year, then fine. Otherwise you end up with nostalgia running amok. You see this with polls that people are saying some atari 2600 game is the best of all time and that is laughable.
That C64 game may have been the most fun, but not many would want to play it right now. The funny thing about really great games such as Moo1, when I show it to people who have never seen it and they play it they like it. This inspite of them being mainly FPS players. I find that says a lot about a game.
Most recent games are simply variations of concepts created in earlier games (usually with better eye candy). So I'm not spending anywhere near the time playing current games that I spent on earlier games.
In that regard, I consider those earlier games as the best - they captivated my imagination with long nights of playing.
The current crop is good, but not groundbreaking. Heck, I'm lucky to get 1-2 hours out before I'm bored with pushing workers and units around a map.
Been there, done that...

Not counting people who couldnt decide between two games.

.
I see your point. In my case last played Civ2 this year (about 8 months ago, i think) - I had just read a book on the scramble for Africa, and so i loaded up Civ2 again to play a pair of related scenarios.
And thats my relationship to Civ2 now, im not going to play it regularly, but I'll load a scenario now and again.

If anyone is willing, my TBS comparison site will accept contributions of your knowledge.
For the best... I'd have to go with Civ... 2. I think replayability is the key to evaluation, and I've certainly gotten my bang for the buck with Civ2. I can still be persuaded to play it occasionally in multiplayer, but I don't play any more SP.

Been playing Superpower which is a TBS game .
This game came out about 2 years ago. The first verison had bugs and some problems which were fixed by the 4th patch. Great game can play between 140 nations . The mod work to this game has been the reason im still playing it. Like Civ2 and Call to Power2 its been the passion put into the mods by so many players that has kept them alive. Note: Superpower2 is a RTS . Seems there still working out bugs and CTD. Will be awhile before I buy this one.
I just found SMAC in a pack with Celtic Kings, Waterloo, SM Civil War, and C&C Tiberian Sun for $20. I have played a lot of C&C, but not in some time, same with SMAC. I also got MOO2 for $10, which I use to play religiously. Sucks having lost of these games through college (same way I just lost Sim City 4; gave it away).
