Fleets weren't transferred in this instance. Jamski relinquished command of his fleet for one turn. Skanky sent orders for Jamski fleet as a separate entity and Jamski gained 2 bases. He resumed the overall command of his fleet this turn and sent valid orders.

I had a fleet and no bases. Skanky was doing an attack, I wanted to use the same OoB, so I put them under his command.

It's not transferring Doc. I would have never allowed transferring or anything else in contradiction of the rules for that matter.
Look. The same would have been accomplished if Jam bothered to negotiate an alliance with Skanky and then sent orders in accordance with the outcome of his negotiations. He simply skipped a few stages and turned over the command of his fleet to Skanky Burns. Nothing was transferred here. Gee, who ever heard of people attacking each other before drawing up alliances. As everyone knows, the only alliances that work are those where everyone has a history of cooperation. See America, England and France in WWII.I'm building a wagon! On some other part of the internets, obviously (but not that other site).
