              City graphics are from Scenario League, see this collection of over 200 city styles (that's almost 2,000 different tiles)

                  Graphics are mostly based off the city names, not the player names. Though GT's do carry some strong associations with those familiar with the Scenario scene.

                          Mayhem uses the city graphic for the evil capital of Barad Dur in the Return of the King scenario. I forget where exactly Anarchy came from, but I'm quite sure it was a baddie city also.
