I'm gonna have to go with Guynemer. He's got motive (wanted to break the deadlock in cabinet appointments), and I'm awfully suspicious about the fact that he was completely exonerated in the first murder.

This was a particularly strange thing to do since Mr. Pitt has had a perfect alibi for the whole evening yesterday which he had spent with the revolutionary leader George Danton discussing the matters of French politics and preparing for the conference of foreign leaders the next day.

It would be unusual for Ljube to come right out and say that Danton isn't the mafia, unless there were two mafia.

So, Guynemer is (one of) the mafia.
