    That's right that the empire happiness is influenced by the sliders, but you draw the wrong concluions.

    Here is your problem. The empire happiness is just the avarage happiness of your cities. Sum up the happiness of all your cities and devide it by the number of your cities. And finally round it.

        Well in CTP1 there was an effect, reduced amount of needed food. I found it in some dead CTP1 code in the source code.

        But in CTP2 you just have the crime effect. Of course with the right mod that can be very powerfull.
