Way around ICS of AI!!
I have been playing with the fles, and found a way around the AAI simply whipping those cities out.
First, went to units.txt and gave 3000000 for shiled value for settler, This not only give it a 3 Mill price PER SETTLER, but in production it converted it to something around 100K in turns!

Next in Risks.txt I gave -0- percent chance for a city and 20% chance for settler, thus creating a game environment whereas the AI dont go sprawling on me!!
SO far so good, through 50 turns!
8 AI, on a 150 X 320 map, all land.
