Ladder Standing

As the Happies has accepted a challange game with me I have the opprortunity to move up into the ladder significantly if I win the match. Otherwise, I think I ought to have to work my way up. Put me in the Prince catagory below whoever is there now. Makes sense doesn't it?

Does anyone here know when you start getting infrastructure? I have engineering, ag rev and ind rev. I've built mills but not factories yet. It still hasn't shown up!!?? Is something wrong or must I build a factory first.

You need to set your public works level to a percentage greater than zero.

I have done that. I'm not talking about PW but infrastructure which turns your production into PW (Just in case there is confusion about my last post)

Ah yes, I see. It has to be done from the city list screen, I think, after the tech that gives factories, I think.
