The Altera Centauri collection has been brought up to date by Darsnan. It comprises every decent scenario he's been able to find anywhere on the web, going back over 20 years.

Umm..to "help" you, although you did whoop me, I am thinking that a tech that would most probably help you would be Domestication ..I mean..with those strong,virile,young Tony Curtis looking Mounted Archers...what chance would we stand???
You have a point Troll.
Maybe we should ban too much ice, swamp and desert near starting position.
If more than 12 of 20 tiles are crap(desert/swamp/ice) within city raiduis of first city, assuming you build it where settler starts, a restart could be in place. This leaves a minimum of 8 usefull tiles for capitol.
Limit 1: At least 2 players must ask for restart at same time.
Limit 2: 3 restarts total and a player may only ask for a restart once. ( It could take 3 weeks or more to just start up the game with 3 restarts)
Just some suggestions from me.
But there is a problem with restarting.
An example:
The game has been restarted 2 times and a 3rd and last restart is done.
Player 2 had a good start position on restart 2, forest+river.
On the 3rd and last restart player 2 gets Glacier+river. Now how fun is that?
It's probably easier if hatschy looks at all our starting positions and checks that none are unreasonable (using the cheat menu on the first turn) - that's the kind of thing that moderators often do...
One thing I'd like to recommend is that, for fairness sake, Hatchy maybe kill off blue, start with 7 players, and just disband (if possible) all units of blue.
Blue, standardly starts on a river for some reason. RC and I did some testing of that a while back...
Green sometimes gets lucky, but blue almost always does.

You can't disband all the units of a player (as a guard against stupidity). The best you can manage, AFAIK, is a SLIC trigger to kill off the player for you.
On second thoughts, you might be able to kill all the units with the cheat mode kill function.
The game does distribute the starting locations in order from the best that it locates downwards, so it is unsurprising that player 1 often starts on a river.
