That sounds like a question for Andreas. Either the without sounds versions are just missing the music, or they are missing the music and the code to use it.
I suspect the later, and so if you want sound on windows, you need to get 1.13.0 with sounds.
Personally I usually play with the sounds off and a CD playing.
Ive got the std sounds working it was just moving the spc file like you suggested to me about the tileset so its not the later. Ive spocken to Andres about geting the sound up so I may email and see whats said. didnt say he becouse I dont now what sex the person is, dont want to unintenshonaly insult somone. by the way got the big trident going and I do need it becouse I play free civ at the smaller setting sos the menus dont go of the screen

I got it from Andreas Kemenade once but there isn't really an author for this I believe. Anybody could have created it. This file simply allows you to use (your legally obtained) Civ2 sounds. Just like civ2gfx
needs your original Civ2 graphics*. It doesn't actually include the sounds themselves.
*Civ2gfx works fine with any Civ2 scenario as well. So you could also use those units and convert them to Freeciv format
