I had been converting the PNG into GIF files, which also support transparency. I could then use Microsoft Paint Brush (the version in windows 2000) to edit the GIF.
However, as a side effect of the conversion, seems to have merged the two different blacks into plain black. I had wondered what was happening - you post helped me understand this.
I plan to use a using gastly pink (like in Civ 2 tiles) for the transparancy colour. In Paint Brush goto Image, Attributes to set the transparancy colour.
