It could be, for the moment it's a field experiment. To see how big units would look, how quickly to do touchups and how they function in-game.
Double res is 4x the normal resolution of a Civ2 unit. Which means you can stuff in a lot more details (if you want).
Touching up isn't really that hard, the one above took far less than an hour.
