Call To Power 2 Cradle 3+ mod in progress: https://apolyton.net/forum/other-games/call-to-power-2/ctp2-creation/9437883-making-cradle-3-fully-compatible-with-the-apolyton-edition
i think i have some good ideas for freeciv/ you should use skyscufflers 3d stuff in version 15,16 . you should make dimplomacy with the ai better like on civ3 and maybe make a thing like civ3 city view thats a maybe. but i think you guys have a great game already but this would make it even cooler.
I have to say I've always liked the idea of terraforming in Freeciv, in particular being able to expand land into the sea, but also the reverse, turning land into sea. At the moment the closest you can get is a line of transport ships
In Freeciv-1.14.0 you can use engineers to turn marshes into sea.

IMHO freeciv shouldn't have techs and units which is not in the original civ2. I would allthough like to see freeciv 2.x (or something) implement the rules and features of civ3.
I think of freeciv as a free port of civilization, henceforth it should stay as much similar to the original as possible. Except features like network play, more intuitive interfaces etc.

Then why don't you just play Civ2? It can't be that expensive nowadays.

Freeciv already supports different rulesets, and ships with the rules for civ1 and civ2. It wouldn't be too much trouble to, given the code exists in the game, make a civ3 ruleset, or any others people want, whilst keeping an original civ2 ruleset for those who want it.
