I'd like to call a vote now on 2 issues that were brought up earlier, house rules for The Empath Guild and planetary governor. I believe the EG to be fair, and planetary governor to be unfair and meaningless.
I think everyone understands the reasons for why these 2 things are questionable and (possibly) in need of extra rules, so I see no reason to delay voting on this. If not, just say and I guess discussion will ensue.Comment

EG - Yes, if somebody wants to go out of their way on the tech tree (lets face it we're racin for air power) then they should get its benefit which is diminished to just 3 successful probes in effect because of the below.
