Those sound like a pair of rather low value projects to me. Are you sure tying up two cities to make two marginal SPs is such a good idea? I could only see Aki Zeta-5 doing one of them to make up for a low birth rate ....
Or are you trying to rabbit others into starting them?

My dear kbarrett. You should know by now that Black Sect engineers are the fastest working on planet. Infact the Merchant Exchange was completed this very MY of 2148 ushering in a glorious celebration, and the system of planetwide energy banks expected sometime here-perhaps putting us on equal footing with the morganites for economy. My chief engineer is a little vague with dates, but im sure it will come along soon enough. Im sure you know how it goes with your own?

They can be useful ... but I feel that trying to do ALL of them, like in a Civ II game, can cost you too much.
I wouldn't do the merchant exchange unless I had a city with a LOT of energy resources ... and would make a point of capitalizing on it later with the two science SPs in the same city.
Some, like Weather and the HGP are always useful ... but some are pretty marginal.
Although I am not above doing a project that is marginal to me if I fear someone else getting it and getting dangerous.Comment

It seems Kata is running away with the SPs.
If I had IA uncontended for so long, I'd certainly be looking to get 3 or 4 SPs, and maybe push for a solo victory. The Black Sect certainly sounds aggressive, so that's probably what you're going for.Comment
