Assembled leaders, Children of Earth, and Masters of Planet:

It is unfortunate indeed that we are all living under this shadow of war. As your Governor it has always been my hope that we would share Chiron in peace. I have not abandoned this hope.

To begin, it is a hopeful sign that we are here gathered rather than enclosed in our seperate war rooms listening to our generals' suggestions. It is a hopeful sign that as yet no blood has been shed, and it is these hopeful signs that convinces me Peace will still regin on Planet.

To begin, I hope we might abandon our use of demands and threats. There is no error, after all, in requesting information from a friendly faction, be it an explanation of seemingly threating units, or requests for patent information for the sake of peace. Let us make our language that of peace, so our actions may follow.

I would press at this time that The University and Spartans agree to a cessation of all hostilities, and sign a Truce. This phantom war is not without consequences, and as UN investigators have yet to find evidence of bloodshed it is best for all that differences be left aside. This will allow the Spartan Federation to invest its diplomatic resources in quelling what I am assured is merely a misunderstanding with the Noble Cyborg race.

Moving on to the matter of the conduct of warfare... Rumors have abounded of late that the Peacekeepers and several other factions are practicing the breeding of Native Chironian life for the purposes of unconventional warfare. While the Committee for Respect and Ethical Treatment of Alien Life (CRETAL) has not yet determined whether the breeding of such life is behavior in accordance with sound ethical behavior, the UN Peacekeepers recognize that the Conventions of Humane Warfare shall extend to such military units. The employment of any unit -- Chironian or otherwise -- that does not bear the full insignia of the controlling faction for military purposes is regarded as an Act of Terrorism. Such Acts shall not be tolerated by this Administration, nor indeed while this faction, dedicated to the peace of Earth's inheritance, still weilds any powers whatsoever. Factions caught engaging in such behavior shall be relieved by coalition forces of the facilities used to breed and train their terror weapons, in accordance of the law.

The Governor shall now yield the floor so diplomacy may run its proper course. Please speak in trust and care.
