Now that's odd....I'll replay the turn to check, but I could've sworn that the popup said that Aki Zeta-5 called the elections (Even though we haven't met), not Santiago.

Apparently, it's a known bug that council elections called by the AI are attributed to the first human player preceding that AI's turn, who is the human player who first sees the council, after that player's turn.
