OK, I received a PM from a player in this game a couple of days ago saying that Sebed had owed him some EC's. I replied via PM asking if that player could substantiate his claim. To date I haven't received a reply.
I have researched the diplo file and have found no support of this claim. I will hold the turn for another 22 hours before changing Sebed's Faction over to the AI.

Note that I will be staying on one more turn to ensure that the transfer of EC's to the appropriate player does take place. So Herc please forward me the turn one more time when it comes to you again, and I will then transfer control to the AI (unless I get any more PM's on this game....).
