Ethical question: Can I found a base, then vote? If I understand the voting thing, if I save mid-turn, the vote comes up again when the turn is re-opened. So should I delay building the base until I'm sure I'll have time to do the entire rest of my turn?

Yoda: I am unaware if saving mid-turn brings up the voting screen again. Assuming you can get extra votes by building or capturing bases and voting mid-turn I would say that it is simply a feature of the game and 'exploiting' this feature should be allowed. Forcing a player to do a long and difficult turn in one sitting makes no sense to me.
However, I've often wondered if it was possible for all players to cast votes in the turn thread once the election/council proposal has been announced. The players would then cast their vote/votes before resuming playing the turns again (and voting in-game). The outcome would still be uncertain to some degree depending on AI factions and population, etc. (I can think of several alternatives of enacting such procedures.)
My answer to your two questions: YES! and NO!

FYI, only after I hit turn complete was the council convened. So, since I completed my turn before I had to vote, why shouldn't everyone else have a crack at it if they can arrange to do so? OTOH, I had to vote before I was able to contact anyone to arrange to possibly sell/barter my vote, so the rest of the players have an advantage over the 1st in this regard. Them's the breaks I guess.
