The Altera Centauri collection has been brought up to date by Darsnan. It comprises every decent scenario he's been able to find anywhere on the web, going back over 20 years.

Now that BtS is released and more options of the game are codable to the public, is there any idea if more work will continue on AC for Civ4?

As for the copyright arguement, I'd suggest leaving sound and movies out of the download to those who want to copy it from the CD into the correct folder. A lot of other mods do this but allow the non-movie graphics to be included because many graphics are published through screen shots and copyright enforcers don't usually have problems with it (see the StarCraft mod for WC3).

While the sound files of Alpha Centauri are mostly directly compatible with Civ4, the movies are compressed into a freak format and need extensive conversion work. I am not sure if it is possible to make a batch file to convert the movies; based on the applications currently available. I've had success doing the conversion manually, but it was painful and took a long time time for each file.
The main problem to the mod has been 3D graphics, and while Beyond the Sword may offer both improved modding options and improved gameplay mechanisms, we still lack 3D graphics.
