I interpreted Lt. Bodissey's later comment in the Wardroom as a change in his vote on plasma coastal at South. The choice was between building an obsolete unit or a sea crawler that could be re-homed to another base or cashed for a secret project or prototype at South. So I voted for the sea crawler.

The only open issue is building a probe defender at Drydock.
