Is 'away from territory' in the police effects meaning units that are out exploring unclaimed area or invading the neighbors, or is it units that are anywhere other than their home base?

Your territory includes all squares (land or sea) that are within the colored dotted lines that surround your bases. Military units are "away from territory" for police rating purposes if they are outside those lines. One exception is that air units cause police drones even if within your territory (except that units with air superiority do not cause drones as long as they are within your territory).
A military unit that is outside its home base doesn't cause drones as long as it's within its territory (subject to the exception mentioned above).

* Build the Ascetic Virtues SP (+1 Police at all bases) and Brood Pits (+2 Police) at selected bases. The resulting +3 Police will nullify negative police ratings and so air units won't cause drones.
* (Assuming Clean reactors are available) Build a Punishment Sphere in one base and then home all air units to that base. The Punishment Sphere prevents drones.
* (Again assuming Clean reactors are available) Convert all citizens into specialists in one base. Home all air units there. Since specialists can't riot, no drones will result.
Let me know if any of this is unclear.

Just suck it up and get by with interceptors if you're planning on building an air force in Free Market, imo.
The other tricks are too spendy to be worthwhile in either mineral rows for your units, or upkeep for base facilities, or both. It's not like you can't put together a fabulous defence with just artillery, rovers and the odd interceptor.
