  • What does this mean?

    Is 'away from territory' in the police effects meaning units that are out exploring unclaimed area or invading the neighbors, or is it units that are anywhere other than their home base?

    Your territory includes all squares (land or sea) that are within the colored dotted lines that surround your bases. Military units are "away from territory" for police rating purposes if they are outside those lines. One exception is that air units cause police drones even if within your territory (except that units with air superiority do not cause drones as long as they are within your territory).

    A military unit that is outside its home base doesn't cause drones as long as it's within its territory (subject to the exception mentioned above).

      Thanks! The air unit thing was throwing me off. So an air unit that is not air superiority must be on the ground at its home base?

        Non-air superiority air units always cause drones, even if they are in their home base (except as noted below). There are several ways to avoid this situation (I'm assuming that you're running Free Market, with a resulting Police rating of -5):

        * Build the Ascetic Virtues SP (+1 Police at all bases) and Brood Pits (+2 Police) at selected bases. The resulting +3 Police will nullify negative police ratings and so air units won't cause drones.

        * (Assuming Clean reactors are available) Build a Punishment Sphere in one base and then home all air units to that base. The Punishment Sphere prevents drones.

        * (Again assuming Clean reactors are available) Convert all citizens into specialists in one base. Home all air units there. Since specialists can't riot, no drones will result.

        Let me know if any of this is unclear.

          To make a city all specialists, you will have to use supply crawlers to bring nutrients and minerals to the base.

            Just suck it up and get by with interceptors if you're planning on building an air force in Free Market, imo.

            The other tricks are too spendy to be worthwhile in either mineral rows for your units, or upkeep for base facilities, or both. It's not like you can't put together a fabulous defence with just artillery, rovers and the odd interceptor.

              This is one way to do it. However, if your only goal is to have an all-specialist base to which to home air units, simply build new base and make the citizen into a doctor. Much less micromanagement that way. Having one otherwise unproductive base is no big deal.

                Agreed, if you're just staying on the defensive, The above techniques are useful, imho, if you want to go on the offence while in FM.

                  Aside from culling the odd base encroaching on your territory, I've never found prosecuting a campaign of conquest while in Free Market to be effective at all. Far better to just switch out when you're on the offensive, and switch back when your advance stalls. The cost drawbacks of SE chances are trivial, after all.
