Look at this savegame:
With 4-2-4, I get 12 credits and a tech every 8 turns.
With 3-3-4, I get 11 credits and a tech every 10 turns.
Before anyone asks, nothing is lost to inefficiency.
Does this have to do with the fact that SMAC only works with integers?
