    Look at this savegame:

    With 4-2-4, I get 12 credits and a tech every 8 turns.
    With 3-3-4, I get 11 credits and a tech every 10 turns.
    Before anyone asks, nothing is lost to inefficiency.

    Does this have to do with the fact that SMAC only works with integers?

    Without looking at the game, yep. Every energy point collected by a base (after inefficiency) goes to either labs, energy, or psych. Labs usually gets the extra point if there's one left over, but I'm not sure what the exact formula is.
