Lol, it's not a cheat nor it is an exploit, because it is not exploitable.
The only case one can do some 'cheating' with that is if you start a TCP/IP game with some of the options switched off.
But such switch would change it for all players and do little to level the field unless some of the players rely heavily on say pods or popped worms.
EDIT: besides lack of worms and/or AAs is very easy to spot.
Simply, the game stores a record of settings.
Some of those settings you can change via the simple menu available on game start, others much more advanced and game-balance changing are available for CMN.
I don't know which file stores it.
