Lol, it's not a cheat nor it is an exploit, because it is not exploitable.
The only case one can do some 'cheating' with that is if you start a TCP/IP game with some of the options switched off.
But such switch would change it for all players and do little to level the field unless some of the players rely heavily on say pods or popped worms.
EDIT: besides lack of worms and/or AAs is very easy to spot.

Simply, the game stores a record of settings.
Some of those settings you can change via the simple menu available on game start, others much more advanced and game-balance changing are available for CMN.
I don't know which file stores it.

So people have gotten the MkIII in normal gameplay. There was a thread on this subject in the past and no one posting on it had ever gotten a MkIII, and many never even a MkII (I've only seen one Mk II myself in a fair amount of play). As I tend to play mostly the 1st century of the game Fluffy's point about the tech level makes a lot of sense.

While I think I have only seen maybe 2 Mark II's( for me, the AI had more) , I suspect its for the same reason as Sikander-- I rarely play SP beyond the first 100 years.

When I think about it, The Mark I can often be the most unbalancing (considering when it shows up) . By the time the IIs or IIIs start showing up, Artillery and much more mobility for other units mean that the Ogre is not really all that scary. A lone Mark II could be barraged turn after turn by an arty rover att that stage of the etch tree

I've had a good number of Mk1s...very useful in just pounding the AI...but never ever use them against psi units, it's a waist...

Only had 2 Mk 2s...strangely they were in the same game, but I've never seen them anywhere else...

Never seen an Mk 3 before, but I have used them in some custom scenarios I made...

I usually use all my ogres to rush SPs.
Mark I however damaged it is adds ~40 minerals upon disbanding.

I've never gotten the Ogre Mk III, even as I play past MY 2400, past victory and on gigantic maps.
