If the crawlers are within the base radii, there is no effect on the calculation since the 6 nuts conveyed by the crawler are offset by the 6 nuts no longer produced by the worker the crawler displaced. If it is outside and the square is farmed, soil-enriched and condensed, the pop could go to 126. Another crawler and the pop hits the 127 max.
I ran SMAX in the scenario editor.
(1) The 127 limit applies in SMAX (no surprise, no reason for that to change in the expansion)
(2) If the Cloning Vat is in operation, the game acts as if the base grows to 128 and then is reset to 127 (there is a flicker on the screen of the base pop number; I had enough nuts crawled in from very terraformed jungle squares to have growth in three turns - and the growth stayed at three turns). Presumably it would remain at at 127 if it grew by normal accumulation of nuts.
(3) If you use a colony pod and add the population, the map shows 128. On the next turn it shows -127. On subsequent turns -126, -125, etc. There are no workers shown in the base screen.
