There is a difference between the submissive relationship and actually making them a submissive pact partner, which one was she in with you ?

If it was just the relationship / mood then theres nothing to stop her attacking you, AI can be happy as can be with you one turn then attack the next.
Though if you somehow forced her to surrender and get the "I offer you all my techs and cash, please spare me" message and get her into that state of submissive then no she should not have attacked you. The AI only breaks that pact by the handful of reasons that have been stated in this post. (ie, framed, accidentally attacking their units or massive atrocities)
Learn to overcome the crass demands of flesh and bone, for they warp the matrix through which we perceive the world. Extend your awareness outward, beyond the self of body, to embrace the self of group and the self of humanity. The goals of the group and the greater race are transcendant, and to embrace them is to acheive enlightenment.

He was talking about submissive mood, not enforced submission.
I wonder how one can hold Mim at submissive for the entire game. Must be running Fundy + FM + Thought Control + Wealth and giving her everything she wants..

        submissive pact partner (enforced submission)

Total surrender submission as opposed to death. Let me share all of my knowledge etc…

?? It is possible I remember it wrong (10% chance)

It is 100% possible if you talk with AI you attack and it smash against the wall.
On the moment you approach his last base or on the moment you kill it's last defender, if you deny truce, AI will say that it offers you everything it has if you spare it.
Reduced possibility of such request is if you set intense rivalry and/or have been doing atrocities.

The only question then: Was Miriam at war with anyone else you were pacted with at the time she sneak-attacked?

            If !atrocities &
            If !submissive wars &
            If !framed &
            submissive pacted by force

then this would be a first.

I've seen the bug where a submissive attacks a stack of my units and "enemy" units, it stinks especially when the submissive has been invested in.

Btw if you have a strong military and the AI is relatively weak it'll surrender much easily. I've had AI's (especially miriam) surrender without a shot fired.

                The strangest time:
I'm merrily building away on my isolated island. A believer transport foil shows up:
                Miriam: Gimmie tech or die!
                Me: Go play in traffic.
                Miriam: I SURRENDER!
Me: That was odd I didn't even threaten to hurt you... but okay.

In games where I have a stupidly strong military I've had AI's surrender after just one base taken. If they like you but feel obliged to not co-operate because you're too strong, then they actually just want a good excuse to surrender.

Something I don't think mentioned is that if you liberate a captured faction leader they come out submissive to you. This can be the only way for strong aliens to get submissive pactmates.
