Okay, I have good news and I have bad news.

The good news is, I thought of a way to fix this without completely rewriting the code and I successfully implemented this solution. Let me know if you still have any problems with buddies not appearing, but I don't think this should be an issue anymore.

The bad news is, I screwed up while writing the code to fix this and accidentally swiped everyone's ignore list

There's nothing I can do to undo this, but fortunately all but a handful of people didn't have more than 2-3 people on their ignore list anyway so for most it should be easy enough to rebuild it. My apologies for the inconvenience. I guess you win some, you lose some...
