I personally think the voting should be spread throughout the forums as it has been done in the past. The current method has produced a new record of votes in each new election.
The actual HOF listings should have some permanent place on the site, but not be a forumKeep on Civin'

Well, personally, I'd be against a separate forum for the Hall of Fame because of the very forum section that Nikolai brings up- the Dinosaur forum- a forum that was only visited by spammers in its latter days.
The only way a forum of that sort could work is if only one person was authorized to create threads and the old threads were locked as archived threads are currently.
That way people could still view historical hall threads, but wouldn't be able to spam in them
And believe me when I say that there's a lot of historical things that have happened related to the hall in the past- lost of famous arguments/flamewars, etc. that would possibly be best forgotten, but which are interesting, to say the least.

It will still need to be posted in multiple forums to insure visibility. While the actual voting could be directed toward a single place to make keeping track easier, threads need to be started in the key forums to maximize participation. Just posting a site wide announcement isn't enough. Many people ignore them. Actual threads gets people's attention.Keep on Civin'

Hmmm... As much as I would enjoy not having to check multiple threads in different areas of the site- it might be necessary to allow people to vote in at least two areas, if not all.
The reason I state this (as much as I dislike stating it) is that in forums where the thread doesn't receive many posts- the thread was ignored (newbie posters didn't know what the hall of fame was and saw that not may people were posting to it, so they didn't post to it). Also, I don't think that people actually notice the topped threads that much.
Also, by posting it in specific sections of the site- this allows interest groups to bring in allies (examples: the alpha centauri section's coordination of googlie's election- it was easier to gather support in the AC sections themselves in more manageable threads where newbies could read things and the spanish section where the coordination was done in spanish and all member could see what others had voted...and also, if you notice- posters get 'cluster votes.' 5 people in a row will vote for the same poster... and then the next 5 for someone else.) As for whether this is a good thing or not- the dispersion of voting locales apparently helped gather support for a diverse range of candidates.
I leave it open to Ming and others to make the final suggestion on this matter.
However, site load times here have vastly improved- so it is much more feasable for me to manage the vote nowaday than two years ago.

However, topping it (or an announcement leading to it) in the OT is a necessity because of the rapid rate in which threads sink.
The reason I state this is that rah's experimental topping of it in the RoN or MOO forums two election cycles ago garnered 0 voters from those sections, If I remember correctly.

therefore, to clarify things, I suppose my suggestion is this:
1. Site-Wide Announcement (that acts as a topped thread in ALL forums providing a link to one of two voting threads): One in Apolyton: Community (which is topped) and one in the Off-Topic (which is topped)
2. Threads which link to the voting threads, but in which no voting should take place. But in which votes can be gathered if someone misposts.
OR
2b. Threads which link to the main voting threads, but where voting takes place as well.

Note: This might be overkill, but not having voting threads in more than one place could invite problems as well, as ming states.
I would like to just hold it in one place and have an announcment, but figure that turnout will be lower if that's all that's done.
