0-16 is actually quite rare in the NFL -- 2007 Detroit and 2016 Cleveland. That's it.
Other than those, the only winless teams since 1944 are: the 1960 Dallas Cowboys (0–11–1), the 1976 Tampa Bay Buccaneers (0–14), and 1982 Baltimore Colts (0–8–1). Even the New Orleans "Aints" of 1980 ended up winning a game (1-15).
So two teams going 0-16 this year is extremely unlikely.
